Psychiatrist, Medical Doctor (M.D.) or Doctor of Osteopathic Medicine (D.O.) are specialists who can diagnose, treat and prescribe drugs. 

Primary Care Provider: Medical Doctor (MD) are non-specialists who can prescribe medication.

APRN  Nurses,  Advanced Practice Registered Nurses that are master's degree trained can prescribe medication 
Psychologist (PhD) with Rx privileges is the subset of psychologists who can prescribe medication.

Specifics and Breakdown for Salt Lake City Providers

Medication for psychiatric disorders is frequently prescribed through a primary care provider (non-specialist MD).

Primary care providers are accessible, but do not have specialty skills for selecting and monitoring psychiatric medications.

Psychiatrists are front-line experts for mental health medicines.

APRN Nurses can prescribe medication, but finding them is hit and miss.

Currently there are no PhD psychologists who prescribe mental health medication in Utah.

The Evaluation Process

Before prescribing medication, a psychiatrist goes though several considerations to gather information which include:

Your previous experience with medication. Have you used medication before? If yes, what were the results; if it was discontinued, why? If it worked, try it again, unless the condition has changed.

Your family history. Do you have a family member who was prescribed a medication for a similar syndrome and responded to it favorably?

Your initial response to the drug. For at least a few days, there will always be side effects. Some side effects are therapeutic, some are problematic. The critical phase of medication management is the first 7-10 days. This is where the psychiatrist may encourage you to tolerate side effects for the first week or so after starting a new medication.

Drug characteristics. Matching medication to your symptom presentation is a consideration. For example, because Prozac and Wellbutrin have activating properties, for a lethargic, melancholic depressed person, these might be prioritized over anti-depressants that are sedating.
